Work packages

OPERANDUM will deliver the tools and methods for the validation of Nature-Based Solutions in order to enhance resilience in European rural and natural territories by reducing hydro-meteorological risks. To do this, the project consists of 11 diverse and interacting work packages. The list of work packages and the institute leading each work package is available below. The OPERANDUM project is coordinated by UNIBO and the coordinator is Prof. Silvana Di Sabatino, Associate Professor of Atmospheric Physics at the University of Bologna.

Work package 1

The overall objectives of this WP are:

• To map existing NBS implemented in Europe and worldwide;
• To categorise them according to specific hydro-meteorological risks;
• To identify, prioritise and assess data gaps in terms of parameters and spatial and temporal scales;
• To map existing policies to fill in data gaps;
• To determine a matrix of elements required to fill these gaps;
• To analyse of both enabling factors and potential barriers towards the implementation of NBS in the 7 OALs (identified in WP3) as well as in the 3 OALs in the non-EU countries and the identification of strategies to overcome such barriers;
• To pave a strong foundation for project activities relating to the design, development and implementation of NBS (WP2 and WP3) their evaluation (WP4 and WP5) and evidence to the users (WP7, and WP8) as well as establishing the basis for their market uptake and exploitation activities (WP9).

Work package 2

Specific objectives include:

• To implement the co-design and co-development approach protocol developed in WP1 ;
• To provide specifications and design requirements for NBS depending on the targeted hazard in each OAL;
• To develop innovative NBS strategies, solutions and technologies;
• To integrate NBS technologies with conventional engineering approaches;
• To define a protocol for the integration of NBS with conventional engineering approaches.

Work package 3

In particular the objectives are to:

• To define the OALs: their current hydro-meteorological and socio-economic status and drivers and land-use and associated scenarios under future climate and socio-economic conditions, and subsequent hazards;
• To create, follow and report co-design and co-development plans for each of the OALs according to the framework developed in WP1;
• To deploy the selected NBS alternatives specific for each OAL in the co-design and co-development process;
• To supervise and report the implementation and operation of NBS; and
• To develop multi-dimensional indicators for monitoring the performance of NBS

Work package 4

The objectives of this WP are:

• To determine by experiments the changes in soil, water and vegetation conditions associated with specific NBS
• To accumulate multidisciplinary data and analyses on OALs for performance evaluation
• To document the overall improvements brought about by OAL-s over the site of interventions.

Work package 5

The main aims of this WP are to:

• Assess the reliability of implemented/to be implemented NBS under current and future climate conditions
• Analyze consistent multi-sectoral assessment relationships between climate change, biophysical impacts and socioeconomic implications
• Contribute to creating synergies to European / international initiatives identified in WP1 (such as the Copernicus Marine Environment Monitoring Service (CMEMS) and other Copernicus services, GEOSS and others)

Work package 6

The specific objectives are:

• To perform a review of existing vulnerability assessments linked to NBS both globally and in the OALs;
• To co-design and co-develop a framework for exposure, vulnerability and risk analysis in the OALs;
• To assess the vulnerability and risk of SES to hydro-meteorological hazards in the OALs;
• To analyse the effect of existing and new NBS on the vulnerability and risk of SES in the OALs;
• To assess the OALs in terms of life cycle environmental, economic and social impacts;
• To develop best practice for replication and up-scaling.

Work package 7

The specific objectives are:

• To display climate model data, impact analysis and OPERANDUM OALs results data;
• To expose a geo-catalogue of existing NBS in Europe;
• To deliver spatial/temporal datasets in fast and configurable way through standard OGC web services strictly aligned to INSPIRE, GEOSS and World Wide Web best practices;
• To deploy a data storage ensuring a unique entry point to harmonized data from research data, governmental data or data collected by citizen science initiatives for all stages of NBS life cycle for the whole Europe;
• To serve as a knowledge-base marketplace allowing practitioners to share experiences relevant to NBS and best practices relevant to NBS (i.e. natural hazards risk assessment);
• To provide communication platform for the different stakeholders/users (e.g. discussion board, surveys);
• To establish links with the most used platforms (e.g. OPPLA) and establish links with existing initiatives and data.

Work package 8

The goal of this wp is to:

• Foster the implementation of major international frameworks, i.e. the post-2015 development agenda, the Sendai Framework, Convention on Biological Diversity, Convention on Wetlands and others, through knowledge exchange and understanding of the role of NBS in general and eco-DRR solutions in particular.
• Mainstream NBS in land use planning, landscaping and territorial policies due to the provision of appropriate tools and best practices to assist decision makers, designers, competent authorities, planners, practitioners, enterprises, citizens and other stakeholders in reducing hydro-meteorological risks and in climate change adaptation
• Strengthen local and national resilience to disasters with an active engagement of all actors – governments at all levels, and civil society
• Link OPERANDUM with other major NBS global and EU initiatives.

Work package 9

WP9 has the following specific objectives:

• Define and analyze groups of stakeholders relevant to OPERANDUM and to be targeted with specific methods of communication and dissemination, appropriate to ensure the maximum impact and benefits;
• Develop dedicated strategies for the exploitation, dissemination and communication of OPERANDUM progress, activities and results;
• Design, produce and implement dissemination and communication activities and tools according to the communication and dissemination strategy;
• Assess the exploitation potential of project result, develop and implement exploitation activities according to the exploitation strategy;
• Develop business plans and replication packages to enable and facilitate replication and market uptake of NBS.

The overall objective of the management WP is the smooth implementation of the project, and in particular:
